Frequently I am getting the question from my clients: What is the best way to call home while we are in Europe?
Here are some options.

Use Internet calling apps such as Skype and Viber.
This is my most favorite option as you get more for your buck and currently it is very effective.
Many of of you are bringing your smart phone or tablet on your trip. If you can upload calling apps such as Skype and Viber it would be most likely the cheapest way to call. You either need WiFi or International Data Plan though.  WiFi is usually free in hotels, restaurants and various hot spots across major European destinations. For International Data Plan call you mobile phone providers to get rates. When we go to Europe I buy International Data Plan from AT&T(my cell phone company), which varies from $20 to $125 depending how much data you anticipate to use.

Buy an unlocked phone or unlock your phone and buy a SIM card at your destination.
This is also very effective and not that expensive. You can get an unlocked phone for about $30-40 and then purchase a SIM card on your arrival to the destination where you are having vacation. Please be aware that making International calls might not be that cheap. Also if you plan to move from one country to another you might be better off on getting different SIM cards. SIM cards purchased in Netherlands, for example, will be more expensive to use in France.

Use your regular mobile phone.
In many instances it might be very expensive because you will pay roaming charges. Call your mobile phone provider for roaming rates abroad.
